OFF-PEAK SERVICE
Applicable to Wholesale Power Rate Schedule "A"
Availability:
Available to members of Southern Illinois Power Cooperative who in turn have members of their distribution cooperative with predominantly off-peak loads which are served from a dedicated wholesale delivery point (i.e., a wholesale delivery point that serves a single retail customer), unless retail metering arrangements satisfactory to Southern Illinois Power Cooperative are installed. Service under this Rider may be taken in conjunction with service under Rider 1 - Economic Development only with the written approval of Southern Illinois Power Cooperative.
Monthly Rate:
Each load served under this Rider shall be billed separately. Members of Southern Illinois Power Cooperative shall receive a monthly billing adjustment of $5.36 per kW of Off-Peak Demand Adjustment. If the Off-Peak Demand Adjustment is greater than zero, the monthly billing adjustment shall be a credit. Otherwise, the monthly billing adjustment shall be a charge. All of the Off-Peak Demand Adjustment comes from the Production Component of the demand charge.
Determination of Off-Peak Demand Adjustment:
The On-Peak Period is the time period from 12:00 Noon to 8:00 P.M. Central Daylight Savings Time each day from June 1 through September 15, and from 6:00 A.M. to 10:00 A.M. Central Standard Time and from 4:00 P.M. to 10:00 P.M. Central Standard Time each day from December 15 through February 28. There are a total of 1,616 on-peak hours in a calendar year. Southern Illinois Power Cooperative may change the definition of the On-Peak Period by providing ninety (90) days advance written notice to its members.
The Off-Peak Period is any time not in the On-Peak Period.
On-Peak Demand is the maximum thirty-minute demand established during the On-Peak Period in the current billing month.
Off-Peak Demand is the maximum thirty-minute demand established during the Off-Peak Period in the current billing month.
Annual On-Peak Demand is the maximum On-Peak Demand established during the most recent twelve (12) billing months ending with the current billing month.
The Off-Peak Demand Adjustment is calculated as the Off-Peak Demand less the Annual On-Peak Demand, and may be either greater than or less than zero.
Initial Service Year
Special billing procedures will be applied during each of the first twelve (12) billing months that service is provided to a load under this Rider (the "Initial Service Year"). During each month of the Initial Service Year: (1) the Annual On-Peak Demand for a load shall be the maximum On-Peak Demand established at any time since service to that load under this Rider began, and (2) no credits for an Off-Peak Demand Adjustment greater than zero will be made. Upon completion of the Initial Service Year, the billing adjustments associated with the Off-Peak Demand Adjustment under the Rider will be recalculated with the Annual On-Peak Demand for each month of the Initial Service Year equal to the maximum On-Peak Demand established during the Initial Service Year, and all additional charges and credits will be applied to the invoice for the last billing month of the Initial Service Year. In the event that service to a load under this Rider is terminated during the Initial Service Year, the billing adjustment associated with the Off-Peak Demand Adjustment under the Rider will not be recalculated as provided above.
Terms and Conditions:
1.Members of Southern Illinois Power Cooperative must adjust charges under their retail rate in the same amount as determined under "Monthly Rate" above in order to qualify for this Rider.
2.The member must provide thirty (30) days prior written notice of its intent to terminate service to a load served under this Rider. Upon termination, service will not be available under this Rider for that load for the next twelve (12) months.
3.For each load served under this Rider, the minimum billing demand under Wholesale Power Rate Schedule "A" shall be 500kW.
