Smart Grid Information



Energy Independence and Security Act of 2007 - Section 1307, PURPA 111(d):

       (17) Smart Grid Information:

       (A)      All electricity purchasers shall be provided direct access, in written or electronic machine-readable
            form as appropriate, to information from their electricity provider as provided in subparagraph (B).

       (B)        Information:  Information provided under this section, to the extent practical, shall include:

               (i)     Prices - Purchasers and other interested persons shall be provided with information on:
                               (I)     time-based electricity prices in the wholesale electricity market; and
                               (II)    time-based electricity retail prices or rates that are available to purchasers
               (ii)     Usage - Purchasers shall be provided with the number of electricity units, expressed in kwh,
                        purchased by them.
               (iii)    Intervals and Projections - Updates of information on prices and usage shall be offered on
                        not less than a daily basis, shall include hourly price and use information, where available, and
                        shall include a day-ahead projection of such price information to the extent available.
               (iv)    Sources - Purchasers and other interested persons shall be provided annually with written 
                        information on the sources of the power provided by the utility, to the extent it can be determined,
                        by type of generation, including greenhouse gas emissions associated with each type of
                        generation, for intervals during which such information is available on a cost-effective basis.

       (C)         Access:  Purchasers shall be able to access their own information at any time through the Internet
            and on other Grid applications.  Other interested persons shall be able to access information not specific to
            any purchaser through the Internet.  Information specific to any purchaser shall be provided solely to that
            purchaser.


Description of Standard:

This standard asks States and non-regulated utilities to consider providing electricity purchasers with access to information concerning pricing, usage, intervals, and sources, either in writing or in electronic form.

Purposes and Goals of Standard:

  1. Conservation of energy supplied by electric utilities
  2. Optimal efficiency of electric utility facilities and resources
  3. Equitable rates for electric consumers

17 (B) (i):  Time Based Prices - Wholesale and Retail Market

Management Recommendation:

As stated previously, SEIEC is a distribution cooperative and Southern Illinois Power Cooperative, Inc. (SIPC) is the generation and transmission cooperative that provides wholesale capacity and energy to SEIEC.  SEIEC is billed for wholesale power on a monthly, non-coincidental, individual delivery point peak demand basis by SIPC.  SIPC's wholesale rate structure is not time-based.  Therefore, SEIEC does not currently have the ability to provide consumers with time-based wholesale rate information because it is not available.
 
SEIEC already has two time-of-use rates available for consumers.  The Cooperative is currently conducting a cost of service study using more detailed consumer data, made available by the Cooperative's AMR system, to determine the accuracy of the time-of-use rate designs and make further revisions to these rates if necessary.  Given that SEIEC did not have smart metering installed on all consumer classes until late 2007, the Cooperative is using data collected during the 2008 year as part of the cost of service study.  Management recommends the continual revision of time-of-use rates to more accurately reflect time-based costs.  Additionally, management recommends consideration of developing and implementing more time-of-use rates at the conclusion of the cost of service study that is currently being conducted.

17 (B) (ii):  Usage

Management Recommendation:

SEIEC currently provides all consumers with the amount of energy delivered expressed in kilowatt hours (kwh) on a monthly basis in their electric bill.  SEIEC also provides consumers with their peak demand delivered expressed in kilowatts (kw) on a monthly basis in their electric bill.  In addition, SEIEC provides daily and hourly usage information expressed in kilowatt hours (kwh) upon request by the consumer.  Lastly, a consumer can determine the amount of energy in kwh and demand in kw delivered on a monthly basis to the consumer thru the internet based billing system that is available to all consumers.

17 (B) (iii):  Intervals and Projections

Management Recommendation:

As stated previously, SEIEC is a distribution cooperative and Southern Illinois Power Cooperative, Inc. (SIPC) is the generation and transmission cooperative that provides wholesale capacity and energy to SEIEC.  SEIEC is billed for wholesale power on a monthly, non-coincidental, individual delivery point, peak demand basis by SIPC.  SEIEC does not receive a price signal that is time based and varies on a daily or hourly basis.  Therefore, SEIEC does not have the ability to implement this standard.

17 (B) (iv):  Sources

Management Recommendation:

As stated previously, SEIEC is a distribution cooperative and Southern Illinois Power Cooperative, Inc. (SIPC) is the generation and transmission cooperative that provides wholesale capacity and energy to SEIEC.  Therefore, SEIEC does not control the blend of generation sources or the level of greenhouse gas emissions from those sources.  However, SEIEC does provide the blend of generation sources owned and operated by its' power supplier, SIPC, on at least an annual basis in Annual Meeting Reports, the Illinois Country Living Magazine, etc.  In operating its generation resources, SIPC is in compliance with all regulated greenhouse gas emissions.  All regulated greenhouse gas emissions are already available to the public through other sources.  In addition, SIPC does not have the associated equipment necessary to accurately measure the amount of unregulated greenhouse gas emissions and the Midwest Independent System Operators (MISO), which provides peaking power to our wholesale power provider (SIPC), does not provide the emissions data from generation sources that provide the needed capacity and energy.  Therefore, the requested information is not currently available.

17 (C):  Access

Management Recommendation:

SEIEC members currently have the ability to access their own information at any time through the internet on SEIEC's On-Line Ebill Payment Software that is available to all members.  This system allows the user to access various account details including the amount of energy delivered expressed in kilowatt hours (kwh) and the peak demand delivered expressed in kilowatts (kw) along with all associated charges on a monthly basis.  Other interested persons have the ability to access various information about the Cooperative programs available to members thru the Cooperative's website.
